Houghton Regis referendum was resoundingly successful with an 87% 'yes' vote.

The Government has withdrawn funding for supporting Neighbourhood Planning.
The National Planning Policy Framework 2025 retains the Neighbourhood Planning paragraphs, but funding is no longer available for Town and Parish Councils. Contact Chapman Planning for advice.


Neighbourhood Plan: Wing
Wing is a medium sized village in Buckinghamshire, located on the A418. Sitting on a hillside between Leighton Buzzard and Aylesbury, it was a target location for further growth
The Neighbourhood Plan was an early one, begun in 2011 by a very pro-active Parish Council who wanted to have some degree of control over future growth over the village.
The Neighbourhood Plan passed referendum in 2014 and since then, the two developments allocated in the Plan have been constructed, bringing an additional 104 houses to the village, plus more recreational space and access to Long Spinney, a community project woodland. Policies cover protection of the archaeological heritage of the Parish as well as designating areas of Local Green Space for the residents to enjoy.
Chapman Planning was heavily involved in all stages of production of the Neighbourhood Plan and is now helping with the review.

Houghton Regis
Houghton Regis is a town in Bedfordshire with extensive new development, adjacent to the M1 and Luton.
Chapman Planning was commissioned at a late stage by the Neighbourhood Plan Steering Group to help rewrite a previous draft which was not delivering the required elements.
The process and content of the Draft Plan was reviewed and changed to ensure compliance with the Local Plan and success at Examination.
The plan passed referendum and was 'made' in May 2024.
Neighbourhood Plan: Worminghall
Worminghall is a small attractive village with around 500 residents. It is very rural in nature with just a pub and Village Hall, surrounded by fields, reached via a rural road network. It is set in the Aylesbury Vale, around 4 miles west of Thame.
The Parish Council decided to produce a Neighbourhood Plan to allocate an appropriate site for development which would provide a mix of housing, including smaller dwellings and also provide a much-needed play area for the village.
Over a period of 2 years, Chapman Planning worked with them looking at a range of sites which could gain support of the residents and ensure that recreational facilities were provided for the children who lived in the village.
The Neighbourhood Plan was successful at Examination and referendum and the process is now complete, the Plan being 'made' by Aylesbury Vale District Council in July 2018.
The Parish Council is now looking to review their Plan.
